Spengler doesn't put a lot into predicting, in fact. His actual predictions for western civilization are very broad and follow with his own observations about history. Many of his predictions reflect observations from his own time being expanded to their logical end. The denigration of art into bombastic spectacle or derivative repetition (see: movies becoming a string of homages and even outright yanking , a mass influx or foreign migrants to support a population, the gradual crawl to a universal state (See: NATO and the EU).
It's clear your reading of Spengler is cursory at best, or maybe you just have terrible comprehension.
The particular idea to be examined is the distinction between incident and destiny. It was destiny that Rome descended into Caesarism or other such things. It was incident that Caesar or Augustus came out on top.
The destiny was manifest in that there was bound to be a man like them to mantle that role, like Crassus, Pompey, Mark Antony. And that under this would become a universal state that would politically absorb at least most of the civilization.
It was incident that Qin Shi Huang became emperor of China. It was destiny that China would descend into this warring and become a universal state.

These things don't always play out exactly in the Spengler timeline. However, isn't this the way anything in life goes? Humans generally have a life cycle, but some people are exceptional and die young, live long, or have other differences. And to Spengler's credit, he died before publishing a refinement of his philosophy that dealt with these civilization differences better.

Yes, to make fun of such things is easy and obsolete. However the return of the facon haircut (or Hitler youth haircut) or the stache for hipsters or even the return of CG Jung amongst anglo youth, a growing popularity of fencing, the desire to replace Anglicisms in European languages with native words etc.etc. VARIOUS other things show how well historic elements can be integrated into contemporary culture if done well and properly. The salute is in no way Roman. The Romans didn't even have any salute we know of. The modern notion of the salute comes from French nobility raising their helmet visors to greet the king on the battlefield. Salutes weren't really a thing before that.
