I'm a screenwriter. I'd guess that about 1/2 of the open calls for submissions from America and Europe I get specify the ethnic or racial background and gender identity or sexual orientation of the writer they're looking for. Many of the ones with such specifications say previous writing experience or even writing samples aren't neccessary.
