Not necessarily, no. The best writers are great prose stylists, as have a large range in terms of topics they can skillfully write about. Take Cormac McCarthy, for example; I agree with Robert Alter in saying that McCarthy's "mesmerizing power as a stylist often seems to exceed his range and insight as a novelist." This is true for most of the greats, some authors have one thing they're really good at writing about, others, not so much. Writing is very subjective (up to a point) so it doesn't really make sense to argue about such things
