How is Latin tier two? Latin has a strong literary tradition going from about 240BC to ~1650AD, and even then there a few decent works that have been written in the language in the 18th, and to a lesser extent 19th century.

At the very least you can go back 2500 to when e.g. the Tao Te Ching or Confucius's Analects were written.
Beyond that, China sprung from one of the 4 river valley civilizations. When the Chinese civilization proper began is not quite as simple (the historicity of the Xia dynasty being in question), but we have archaeological evidence of the Shang dynasty from the middle of the 2nd millenium, hence 5000 years.

There is no continuous European civilization of comparable antiquity, in fact, the only comparable one would be India.

Because there is a dearth of works of *literature* compared to the three previously named classical languages. Latin as a language preserves fewer absolutely outstanding classics than the others, therefore a tier below them, but a tier above the rest.
