Is it proper to use a capital B when referring to POC and a lowercase w when referring to white people? I'm doing some revisions and don't want to overlook this before I submit for publishing.

Yes. For example, “Black” or “Blackness” is correct, whereas “black” or “blackness” are not.

Likewise, “White/Whiteness” is incorrect, and “white/whiteness” is correct.
