He isn't anti-natalist, he's just explaining that humanity's existence is immoral, and that we should indulge in selfishness to some degree to justify our existence. Having children is a selfish act, because the only confidence you can have in your child is the expectation that everything you and your partner have developed into by the point of conception is a "strong" individual. The point of the book isn't that we should perform a global suicide, but rather confront the fact that on a day to day basis we justify our existence on the sole idea that we are special.
