Where do I start?

Depends on what you want, I find his dream cycle the most pleasing so that’s a fine place to start, but you can start from the beginning or at random even as long as the story you pick isn’t too obviously interconnected.

The stories he ghostwrote are mediocre at best.

The Tomb is amazing though, and Dagon is where he says 'I can't even describe it,' like 5 times.

I believe the opposite. The early to middle period stuff was more engaging and moved at a faster pace. He did not get so autistically bogged down in minutiae and over-explanation, as he tended to later on. Works like "At the Mountains of Madness" are borderline unreadable to me. There are like 5 straight chapters of vague, pseudo-decription of impossible architecture, made using words clearly only he and five other people know, while hinting occasionally at something scary waiting around the next corner. Like, we get it bro. You read a bunch of geology, geometry, and architecture textbooks, and wrote down a list of specialized words as you came across them, and then employed them indiscriminately to heighten the sense that something "beyond understanding" was being described. Ultra autism.
The earlier stuff, meanwhile, reads like a mix of Sherlock Holmes and Poe. He still hits a majority of the same notes (oooh, scary cosmic monster beyond understanding, I can't even describe the terror!) without taking fucking decades to get there.

They are all self contained one shots with a few exceptions. I recommend Herbert West Reanimator and Dreams in the Witch House

I started with “Shadow over Innsmouth,” and it hooked me enough to read most of his works, so I think it’s a decent intro. I also like “The Music of Erich Zann,” although it’s not really representative of his works as a whole.
