20 years ago was 2001. You're obviously too young to remember but there were alot of guys wearing eyeliner and tight pants, painting their nails, that sort of thing. People have been flouting gender norms since their inception, everyone thought flappers in the 1920s dressed too masculine even though they were wearing dresses. This shit changes over time and it really doesn't matter, gendered clothing is always fairly arbitrary
