This question is so ideologically loaded. If you define oppression as the absence of communism then no. If we now move back into the land of the sane we will find that conservatism does not seek to oppress groups, instead it wants to do that to asocial behaviours and that within the constraints of a liberal society. A conservative notion for example would be that it is criticizable if a member of society is morbily obese and on the other side of that celebrate healthiness. Oh, the humanity!
