I can say pretty definitively that Aristotle did not say that in any of his existing works. It’s also not the sort of thing Aristotle ever would have said.

He never discussed the notion of “tolerance,” which is really quite a modern term. For an example of one early modern discussion of the notion, see John Locke’s Letter on Toleration.

Apathy is also not a term you see Aristotle using. It does get used by other ancient philosophers, as apatheia, e.g. by the Stoics. But their conception of it is again quite different from the modern connotation of the term.

Nor did Aristotle discuss “dying societ[ies]” in his works. Again, a distinctly modern conception.

So, not only is it something Aristotle didn’t say, but it’s also clearly a line anyone who knows much about Aristotle would know he didn’t say. Who did say it first? That’s less clear.
