You study your own interests and try to build up correspondences with people who provide fruitful conversation. Don't start with big shots or anything. It's very helpful to have some sort of credibility of your own, such as being a book translator, or even just an artist. A regular college student is easy to overlook, so it's nice to not be some kid who's probably a waste of time.

There is no intellectual elite. With the advent of technology intellectual and artistic efforts fall largely into two camps:

1. It's either approved by big capital and so you get pushed because your agenda is appealing to big capital
2. You are exceptional at self promotion which means you could approach the big boys with the idea that you already have a group of people behind your work that are potential customers/supporters

There is no third way. I'd say competence is actually the least of your problems. Once your work is above the line of acceptable credibility it only comes down to those two factors mentioned above. It helps if you have significant credentials such as Ivy League or major outlets already publishing/showing your work in the past but that the latter just falls into the second category in that either you have to be an exceptional at self promotion or entrap people in power with some favor or be an attractive female (or homosexual).
