I doubt the landlord is going to make him pay for bowed shelves, when the bowing is the fault of the shelves and not the tenant (using a piece of furniture for its intended purpose is considered 'general wear and tear' and is not the responsibility of the tenant to repair).

That said, it's still ugly and eventually those shelves may sag to the point that they don't even stay on their holders. I would recommend getting a thin-ish piece of solid wood (even a 1x2 would work), cutting it to the length of the shelves, and then screwing it into the bottom of each shelf. This will help reinforce them and help to prevent sagging, and is something that you can do with very few tools.

I get most of my books off libgen and having a device small enough to fit in my pocket is really convenient for reading large books on transit.
