No, its not great writing. But consider the fact that the author has 70 years on a planet and has observed the fact that every single natural world metric has deteriorated over the last 40 years. I can forgive some of the verbiage just because it must be hard to elaborate the horror when, the dystopian science fiction is looking more and more like a mainstream view of contemporary reality and our likely future.
