If you actually read The Social Contract, Volonté Générale is a nebulously defined term where the spirit of the people drive the natione. That's why sovereigns don't do blatantly unpopular acts without repercussions.

I haven't read Kant, so I can't properly make an accurate statement here, but I would assume based on the Google definition, that volonté générale is definitely a form of the categorical imperative, though subconscious.
