The system doesn't want to punish people in such a manner because it removes them from the system. They'd not only rather keep such people in circulation, but welcome even more in.

The technological system has already taken over that realm by implanting sympathy over the reasonable, and by doing so, people already shift, and keep shifting, to grant such a system its wants.
