I want to be smart. Not the kind of smart where I can impress normies and make them go "Wow you're so smart," the kind of smart where absorbing and retaining information is really easy and effortless. I've cut my internet usage down to 45 minutes per day and stopped cooming, what next?

start to learn an instrument & how to read music, or start to learn a language, exercise, meditate, change to a mostly whole food diet increase healthy fruit intake by 5-10x and stop eating red meat

This may sound like a meme, but I'm totally serious.
Sleep at least 8 hours a day, excercise regularly and try learning new things. Go to uni if you haven't or maybe pick up a second degree in a long distance uni.
After a few years studying regularly and living healthy you will realize how much easier learning new things is.
