"Taking in" people and throwing them into desolate areas only moves them from one area situation to another. Those areas are desolate because the land is most likely already owned by wealthy capitalists, probably can't be tilled, there's no infrastructure(maybe not even the basics like running water and electricity) and there is no opportunity. Capital is concentrated in coastal areas or in very large cities across the country. People who live in bumfuck desolate areas either need to move hundreds of miles somewhere better or continue living in shit and it's why so many people from bumfuck nowhere end up joining the military to get the fuck out.
