Builders usually want large payments upfront (selling the building) rather than steady trickles (renting the building) because they want to get started with their next project. But many consumers of housing aren't looking to commit to a large permanent purchase because they either don't have that much saved up or they would prefer to spend those savings elsewhere. Some people are wiling to make those large purchases, which allows the builders to move on, in exchange for the future steady trickle, which a subset of housing consumers would prefer to pay over the full purchase.

Maintaining the building is itself a pretty big responsability. The building itself is a depreciating asset that can become a liability. It's the ground under the building that appreciates and is the value of that land, the location, that speculators are casting their bets on, which drives housing costs up. Some types of taxes would prevent this speculation, like land value taxation, harberger taxation or even government land leases.
