There will only ever be a transitional period. Men of culture scorn petty riches. Da Vinci wasn't trying to rule the world, the man just liked painting and thinking. Goethe never wanted everyone at his feet, he just liked poetry and biology. Spinoza or Leibniz never wanted to strive after copius amounts of money and riches, they wanted to improve their intellect. Nietzsche's stupid pipe-dream will never be reached, and he wasn't aware of this because he was a bad psychologist. See Spengler noting Nietzsche's own romanticism for Cesare Borgia, a man so contrary to the man of culture Spengler needs to bring up Nietzsche's pathetic outlook like five times throughout Decline of the West.
