What are some of the the best books or comics about Dieselpunk out there? I already know about the Leviathan trilogy by Scott Westerfeld and there's also the troubleshooters as well. I wonder if there are ones that are about 1930s like gangsters or World War 1 and World War 2. I would also like to hear of literature relating to Decopunk.

I don't know if it is Dieselpunk, but it's certainly Steampunk and The Court of the Air by Stephen Hunt was okay. If you like Action and Adventure with your steampunk, then try out The Court of the Air.

Also just steampunk but I'd recommend the Burton and Swinburne series by Mark Hodder. It's actually 6 books but I'd stop after the 3rd. It has a good ending and the last 3 aren't as good.
The Strange Affair of Spring Heeled Jack
The Curious Case of the Clockwork Man
Expedition to the Mountains of the Moon
