I think the term "fanfic" rests on the fact the work is "unofficial" - although I admit that is a bit wishy-washy. Perhaps it refers more so to amateur writing based another author's work.

Yes, it is fanfiction. Why wouldn't it be?

People primarily equate that word with thirteen year olds posting awkwardly-phrased sexual fantasies on the internet but that doesn't mean it cannot exist in published, quality forms. Fanfiction has been around for a long time and doesn't always relate to its bad connotation.
