Run laps outside in mean time, do bodyweight exercises. I know it's disheartening without weights and the setting of the gym, I feel the same mate, but it's still physical activity in the meantime, and will still be an improvement.
Depending on your budget you should start with a set of dumbbells. You can work your chest with these (most people assume you can't, myself included) without a bench, just lay on the floor and do a dumbbell press with extra weight. If/when you can afford it, get an EZ curl bar, they're great for all types of exercises. That's really all your need to make good progress. If you need more you can always get something like an ab roller, a pull up bar that hooks on to your doorframe without needing screws etc.

Didn't start learning till I was 22, took to it like a fish to water. Average age for getting a full license in my country (UK) is 27. Sometimes people have other priorities, or just didn't have the push they needed. I lived on my own in the city centre and already had a gf, got lifts to work which didn't inconvenience the guy at all. Still regret not starting younger but better late than never

Unless you say around playing realistic racecar games the entire time, you're driving ability and ability to react is shit tier. I began driving when I was 14 and average 20k miles a year. Never have been in an accident once. You're a road hazard compared to early starters.
