this is what I do. no matter how much the noise is reduced it will never be perfectly silent, I need to mask the noise with something else

Remember that 30 db is exponentially different from 25 and represents a lot more noise reduction.

If you can splurge, get a pair of noise cancelling headphones instead so you can at least listen to music.

I don't like it and only wear something like that when I really have to.
The fit is very tight, too tight, these aren't like some regular headphones, they are TIGHT in order to reduce/cancel vibrations. Also noise reducing or canceling is terrible, it makes one to hear his breathing and even heart beat and any small movement body makes or even clothing create small vibrations that reverbate and travel through the body that makes this terrible sound that normally we don't hear.

Rain sounds like white noise, and waves sound tinny. Is it just my earbuds, or are most free recordings you find online/on Spotify just crappy?

Both. Get some audio technica headphones, very cheap for the sound quality, you can buy then irl at a ton of places. For ambient sounds avoid bass boosted headphones. Don’t use Spotify/YouTube or streaming in general. When your downloading an MP3 look for it to be in 320kbps. Or use a lossless format like .flac
