You are missing the obvious context.

The Indian man doesn't ask for payment, they don't hand you the flowers before you pay them, she obviously doesn't have any money anyway. The Indian man clearly thinks "You are so pretty, you deserve a flower", he gestures to her that she can have the flower, she looks uncomfortable and even shakes her head no, but he carries o and even touches her head (confirming that the flower is free and just because of his personal attraction).

If done by an attractive tall white man, it might be the kind of thing that would be nice. But the reality is that a little Indian is seedy and lacking in any attractive or romantic element for females.

I've had women forcefully place roses in my hands and run their hands through my hair (had longish hair as a young man) and ask for money—normally in broken as hell English. A lot of scammer do go for physical contact to pressure people. Like grabbing their wrist or patting them on the shoulder ect.
