To answer OPs question, he’s not an evil mustache twirling bad guy but he isn’t really shown as being a good guy either. He does show as much remorse as he can about the flood by promising not to do it again without really doing anything to address the fact that Noah and his family whereby completely free of sin, they where just the closest there was to being “sin free” which they couldn’t be because of the original sin. And he isn’t really shown to have learned a lesson about humans and sin from this since he got pissy when golden cows where worshiped when he was taking too long to give Moses rules and in response he just gave up and fucked off. Old Testament God is huge dick who doesn’t give a shit. New Testament God is an absent dad who encourages his son to be a better person by being previously awful and leaving his mom before he was born.

Religious extremism requires even killing people who are normal but living secular lives.
