Six weeks after sex-reassignment surgery, a transsexual elf's mutilated genitals explode. Unfortunately, orc rioters have taken to the streets, and there's no way for a healing carriage to get through. The elf must make a long journey on foot to the Temple of Healing through hordes of violent orcs who are revolting against the king's guard for an incident involving an orc thief and a steel-plated knee (it's a long story, don't ask). Well it could be very interesting if it's done right, but it often isn't. A gender-swapped character could be used to highlight the hidden difficulties present in a given gender, things that normally are so ubiquitous that people can't even perceive how it would be an issue. For example, a woman gender-swapped to be a man can explore the sexual power imbalance and how sexual and cultural values are often gatekeeped by women. The book can show to women the issues of how a man's actions are perceived around strange women or children (eg being assumed to be a pedophile or rapist or the like), and how the societal burdens of being a man in that aren't addressed and often dismissed by feminism lead to a higher male suicide rate. A man gender-swapped to a woman can relate to a men how biological differences of being physically smaller and weaker on average lead to the loss of complete autonomy in many situations. Having a gender-swapped character can create sympathy between different gender groups using parables, tales, or self-insert to discreetly teach people what it's like to be a different gender. Instead it's often used as a gag or fetish, or to scream at the reader that if you don't agree with this exact worldview you are a misogynist and a bigot.
So I agree with you that having a character of a particular gender, race, or culture is inherently interesting, but it's idiotic to assume that the experiences of someone with a cock are the exact same as someone with a pussy. However, these differences can be a starting point for an interesting analysis of the human condition and more importantly a great story.
