His entire schtick is that he DOESN'T have all the answers because for the most part he just reflects on what others say and determines whether it makes sense. More, in a qualitative sense, of the time in his books is spent listening to what someone else says and saying "No, that doesn't make sense to me" and very rarely does he say "Well I think this". He literally says this in the Apology. Did you think he was putting it out there for shits and giggles?

I haven't read the Laws but I'd say even with Republic, even though it's only one of the books his refutation of Thrasymachus is a rather significant chunk of the implications of the work as a whole.

His questions seem too leading to me so I don't give him the benefit of the doubt, but I'm sure SOMEone could argue that the method by which ideas are developed in The Republic is more like co-creation than lecture.
