Representative Democracy does not require anyone to be perfect, in fact it operates under the assumption that most people are dumb as hell and acting out of selfish wants. The whole point of multiple elected officials and so much bureaucratic red tape is to slow down and weed out all the selfish dumb shit that people try to push through as law while only keeping the stuff that as many people agree on as possible.
