This is a long shot, i know, but I'm looking for an essay or book along the lines of Nietszche's "On Truth and Lie in An Extra-Moral Sense" and Foucault's "A Discourse on Language" that talk a/b language as a construction,etc,etc,etc.

Any ideas?

marshall mcluhan discusses language a lot, and its implications on human perception/conginition. i'd recomend 'the Gutenberg Galaxy' or "understanding media"

Not having read the titles you mentioned I can't say that this is an exact match, but Hayakawa's Language in Thought and Action is a very good book. It's a linguistics book and not really philosophical, but it draws clear connections between perception and language.
