In the story, Borges' double is a symbol for his younger self, hardly an original concept. That younger self coincides with his Ultraist period, which Borges retracted from on several instances, for aesthetical reasons as well as how that "Nationalist" fervor of his youth could be used by right wing dimwits.

With the "masses and outcasts", Borges is clearly referring to the subjects of his "nationalistic" past, the poems and stories he wrote about malevos, criollos and gauchos. He's not talking about the working classes, at least not from a Communist perspective, though I suppose there were some Commies in the literary circles he frequented while in Spain and Europe. Moreover, I don't know of a single "working class" story by him (in the sense of Socialist literature).

Borges' young self believes all gauchos, malevos, cuchilleros, etc. are the same just because they share the same traditional background. Their quality of being oppressed and outcasts applies to any one of them (the "abstraction" old Borges refers to), so they're worthy of becoming the subject for a poem or whatever. To write about them, you could just pick any abstract desires or inner monologue they may have, which is why older Borges talks about how such a dying man would think of a "picture of his childhood" or some ordinary gossip about their sergeant, to make the point those men are just men, not symbols.

With the bit about "Only individuals exist—if, in fact, anyone does", it's clearly a metaphysical point. In the story he cites Dostoevsky The Double. In the story's setting, Borges own Double appears before him. He's not talking about egocentrism or individualism. He's talking about how one's self is so fragmented (a very common theme of his, one his own father introduced him to). He's questioning the label "individual" from a rhetorical point of view, not the concept or any dumb sociopolitical shit like that.
