Ethics of care sucks ass. It's barely even an ethical theory. Everything good about it already exists in other ethical theories.
As for the best normative theory, it is, of course, Deontological Ethics.

Does that mean dont lie or dont lie in xyz?

Being a good person is about doing and being good, any theory that focuses too much on it self and simplifies the world too much is instantly trash compared to a theory focused on practice and that comes from love.
How can you be / act ethical without it coming from some form of love?

At least it's not Nietzsche's ethics.

By your own admission, it doesn't have to come from any specific form of love, like loving "the people you care about"; it can also come from love of God, love of yourself, or even love of someone better than you that you aren't formally acquainted with
