I can't tell if this is a highly intellectually developed work or if it's just a bunch of goofy stories written with a lot of similar names that names it seem difficult. Could someone tell me if this is a work of the highest intellectual value or if I should look elsewhere?

Difficulty is near irrelevant to value. The point of the book is that the stories are analogies for the historical stages of an actual country's development. Read the history, at least a little.

It is a bunch of tricky stories where boundaries of possibility are fluid. That it's executed so perfectly makes it feel highly intellectually developed. If you're looking for high intellectual value, make the book an interpretive tool. It feels good to go deep with it and it feels good to just flow with it, and you can do both from page to page.
