If you want a more reasoned answer, I don't believe that legality should dictate what is and isn't possible in the economy, the market is the original check and balance to the democratic process going back to Athens. Laws also tend to be rigid by nature, and it benefits to have some flexibility. It also allows radical action to occur. There's obviously boundaries to this, grey limits where something like murdering an old lady for her purse is wrong, but selling weed illicitly (not really such a thing anymore but you get what I'm saying) is fine. Robbing a bank, depends on context.

NEETs are like our classical agoraphobes, they have limited connection to society and real market life and it's a real problem. I'm tired now so will leave it there.
