For a long time China didn't have a good samaritan law. So if you tried to touch / move an injured person, they could sue you for their injuries.

Further, if a person was killed by accident, there was a hefty sum penalty. But if they were crippled, you had to give them monthly payments, which unlike the one off sum were life ruining.

If you hit someone with your car, you were better off financially if they died instead of lived.

Combine the above with desperately poor people, and they start flinging themselves at cars hoping for a lifetime payout, from the driver, or anyone unlucky enough to help them.

People catch on to the scam, and both drivers and pedestrians start ignoring road casulties.
