I used to walk past this guys birthplace everyday, some of the buildings in the area have blue plaques on the front denoting notable people that lived there but there isn't one for Crowley.

You have a complete misunderstanding of the term "Do what thou wilt".
It references Crowley's conception of the true Will, which is very similar to Carl Jung's idea of Self in his system of psychology. It's not a statement that you should just do things all willy nilly, although I do think Crowley undoubtedly did some of that. It's like an inner destiny sort of thing.
