Not to prove the point and be rude to you but the answer is rather obvious, there are no consequences to acting that way. Even a small number of people just doing it for fun will provoke others to respond in kind(who would not of their own initiative be rude), whereas practically everywhere else people being that antisocial would have their posts deleted, their accounts banned, etc.

The effect is somewhat overstated imo though, people use offensive words here but most of Twitter is full of people being complete fucking assholes. The other thing is that visibility on 4chan is unlike other sites, because there is no voting, the high quality content, which tends to be mroe polite, is much more visible other places, whereas here it's mostly all the same. So it appears to be more hostile here, though it is in part just a matter of whta you see.

People like to call 4chan the asshole of the internet, but head over to Reddit sometime and check out the hundreds of subreddits dedicated to nothing but venom and hostility and shitting on some group of people or type of thing. Entire communities that do nothing but be negative about some subject, that's the only reason they exist.
