I had to painstakingly look up a lot of words in Lexicon Urthus. Should I ignore the difficult vocabulary?

I didn't look up any definitions and I think most words started making sense later with more context.

What's bothering you about it? If it's the lack of action or urgency, the first book has the least but the series as a whole doesn't have a lot. There's cool moments for sure but much more of Severian getting sidetracked and pondering things. I enjoyed the calm moments quite a lot. Shadow feels super introductory though and if you finish it you could probably summarize it in 5 sentences. That's if you look at the basic plot. BotNS is more rewarding when you dissect it.

Ever read a fantasy or SF book that has some made up object like a "shardblade" or a "soulcaster", and the author uses a) 2 paragraphs of exposition describing the object's physical appearance, its history, powers, proper use, etc. because "it's world building"?

Well, you don't have that with BotNS.

Knowing the definitions might be helpful to understanding the setting better and creating a more accurate mental picture of the scene. Lexicon Urthus will probably spoil some things for you if you're not careful.
