kant has a pretty developed theory of the state: it's essentially a rechtsstat based on the application of the principles of self-legislation. he even has a utopian plan viz. the development of law on an international level that he traces out in 'perpetual peace.'

how would your empire differ from kant's? or do you just want to bring about kant's kingdom of ends? if its the latter, do you think the kingdom of ends needs a vanguard, a la lenin, to manifest?

It's too abstract to be of much use to the common man, they'd be better off with religion. Those of us who can parse Kant's reasoning should be intelligent enough to recognize that his ethical arguments are garbage... Weakly pragmatic slapdash at best.
