You can improve with poetry and writing - regardless of type. Read the Bible out loud, read poetry out loud, and write regularly. Demand that you employ your full vocabulary when you speak in as natural a manner as possible. Which reminds, don't forget to socialize in good company.

It's genetic. Verbal fluency is merely a matter of cognitive tempo. You can read as many books as you like but unless you can find a way to increase your ability to speedily recall of words and concepts then you're fucked. Practice will improve it slightly but not to the point where you will be thought of as eloquent. The only fix I know of is a mild adrenaline spike.
