Yes, that's true in the ultimate metaphysical sense, since by His power everything is created and sustained from moment to moment, and without Him nothing would be.

The smallest phenomena depends just as much on God as the largest cosmic phenomena...The ancients were right to attribute those things to God's power, in the ultimate sense, even if they got some empirical facts of causality wrong, their hearts were in the right place.

It doesn't matter be cause both are right. The transcendentalists are right that the full framework is out of their reach (god is transcendent to their universe), and the god = nature people are right, since it is calling god the framework of the universe.
