As I see it, it's like game theory. Let two countries A and B.

It would be advantageous for both A and B to end with I.S.

However if A or B blows everything up but not B or A, then B or A will have more advantages by invading A or B and imposing I.S. again.

Therefore both will want to keep developing their technology in order to try to be militarily superior to the other.
