According to the Tibetan text Masked Drama of Rebirth in the Peaceful and Wrathful deities, Srijata reincarnates to a higher plane due to having more good pebbles than bad pebbles in his favor. Going by this logic, you could kill millions of people and if you solved world hunger or ended a war you would reincarnate to a higher plane. How do the Buddhists here argue against this logic?

second it is a trademark of mahayanists to say that their guru do bad deeds but only because those deeds appear bad to non-gurus.

hindus are not good at understanding that ''karama is cetana'', so according to hindus, as long as the intention of a human is good, the gurus can do bad deeds according to the buddha.

in fact the hindus say that hte bad deeds will get the guru to hell, but the gurus say that the guru going to hell is so wise that he will endure hell easily and then both the receiver of the bad deed and the guru will get enlightened

you have to understand mahayana as gurus larping as buddhists.

Because most Buddhist schools explicitly reject such a utilitarian view of karma. You can't count the pebbles.

It's not "kill whoever you want". Kill if necessary and if you have the wisdom to fully comprehend the causes and effects of action vs non-action.

It's basic pagan morality of "An evil deed is that action which any just man would regret after having committed it."
