How do I know if my reading level is good enough to enjoy the canon? I find it hard to keep track of character's feelings and motivations in even anime and action movies, and the subplots about romance and people's feelings in Harry Potter bored and confused me.

reading the canon isn't like running a marathon. the experience and education of reading the canon itself is why you read it. and there are no prerequisites because it's the canon that is a prereq for everything else. go 4 it.

Yeah but my head is a sieve. I don't remember the plot, characters, quotes, themes or key events in something I read or watched last week, so how is it gonna help me?

this is a great tip. a lot of thicker reads will sometimes need annotations just to keep track of plot details and deeper meanings.

Most of the time when people don't retain information about a story it's because the story is boring them to the point where they aren't paying attention.
If you enjoy the works of the western canon, you should remember everything naturally.

If you're concerned about retention, try setting a goal to read at least a little every day. Also, don't be afraid to look back to an earlier point of the work to look something up.
You can also try starting with shorter works. The Apology of Socrates and many Greek myths are short enough that you can easily read them in a single sitting, no memory required.
