this is a common misunderstanding of the evolutionary process. it's a lot like greedy search in information theory, it looks for the first available solution not an optimal one (and it has no 'de-evolution' process to go back, so it locks in all changes permanently through the line of descent). almost nothing in nature is evolved to be perfect or even efficient, just able to survive given standard assumptions about the environmental/atmospheric conditions remaining the same. this is why dinosaurs lived unmolested for hundreds of millions of years, then were wiped out in less than 10 million years, no adaptation to the changing atmospheric concentrations, the sharp reduction in oxygen simply made it impossible for such large creatures to survive and opened up the space for megafauna mammals.
