Is Spengler's concept of history only true if you believe in Darwinian theory?

His concept is that all civilizations rise, peak, and decline in a parallel fashion. This is a scientific, materialist, biological theory, as opposed to a Christian Hegelian philosophy of history which is guided by God's providence in a linear progressive manner.

This also aligns with Spengler's personal view, as he was an atheist.

Is there a cycle at all?

From a Christian perspective, societies collapse from sin. This sort of aligns with Spengler because he believed religiosity naturally declines near the end stages of a society. You could claim either is true and build a case with the same evidence, I guess.

But there is evidence that IQ and health are declining. Is it possible that the west declines to the point that supply lines break down and data is lost? Didn't people forget how to make concrete in Italy or Rome at one point or something?

Spengler is anything but. The theory is purely metaphysical. every culture has its full lifecycle ahead of it when it is born which is represented by time, embodying destiny and the potential fulfillment of the soul image/prime symbol, and as the culture ages and fulfills its soul image its time runs out while empty space accretes. When time has fully given way to space the potentiality of the culture is fully actualized.

A lot of confusion would have been saved if Spengler had titled the book The Perfection of the West, which actually is a title he considered. By decline he means Western civilization is dying, but it's only dying because it has already actualized all its metaphysical potential. In Spengler's theory, as of the year 1800, Western culture is "perfected" and no more improvement can logically be made, which is why around 1800 is the year that it becomes popular to attack Western culture itself, beginning with the French revolution and the tearing down of the perfect Faustian state form which is the absolute monarchy based on blood lineage.

Spengler said the exact opposite -- even by the time of Augustus, Rome was just a few square miles in breadth, cities had sought to widen not to expand. He also suggested that Rome almost accidentally enfranchised the burghers at the expense of the senate, while England did the opposite and benefited from it.
