Pretty much every Jewish text that talks about conversion tells us to love the convert and accept them, for they have come to Judaism by choice instead of by birth. Shunning a convert and excluding them from the community is a huge sin. Sure but that would require you to show the other person your dick, which makes it an impractical shibboleth for a number of reasons. Really so long as circumcision remains at least somewhat a thing among the gentiles we're fine. It doesn't have to be common, it just has to be something people know happens, that way we have plausible deniability. "I noticed your dick is cut, are you a jew?" is not something most people would ever bring up in normal conversation, and even if it is most people aren't going to dig too deep into your history to figure out if you're lying about why your second head has no hat.

Look the circumcision thing serves two purposes

1. Normalize the act of circumcision, if the public thinks circumcision is weird then they're more likely to think of the Jews as weird. And that makes people pay more attention to Judaism and might lead to them being less accepting of it, which is bad for us. This is where it's starting to fail but it's just one of a number of mechanisms we use for this purpose. It's loss will not be a large setback.

2. Enable a Jew to blend in. This is the more important feature. We don't want any sort of easy or obvious method for a goy to differentiate between one of their own and us. And this plan is in no real danger because it's less about getting people to be in favor of circumcision and more about getting people to be against a person invading their privacy and asking questions about their junk.
