The best option is Yes-Man if you do all of the following
>1. Reactivate the robots
>2. Blow up the Brotherhood of Steel
>3. Convince the Great Khans to leave the wasteland
>4. Help everybody else

This way you can use Mr. House's technology to turn New Vegas into effectively an independent country that will incorporate the constructive cultures like the Boomers and Followers of the Apocalypse into a functioning, unified society that embraces the new and authentic cultural developments that have happened since the war. It's important to blow up the Brotherhood since they're basically cyberpunk ISIS that would be a constant blight on trying to use robots to police the Mojave. It's important to kill both Caesar and Lucius because Lucius actually is smart as fuck and could successfully lead the legion by himself without Caesar and it's inevitable he'd come back to trouble the Mojave again.

No-robots Yes-Man effectively just makes the war inconclusive rather than won by anybody and it's inevitable both the NCR and the Legion would just come back to conquer it again. NCR is unacceptable because it's corrupt as fuck and seeks to remodel as an exact replica of a society that failed. Likewise for Mr. House, for a man who has such a high-opinion of himself and his grand visions for society the Strip is actually one of the least promising cultures in the Mojave - it's basically Sodom and it would be no tragedy for the Legion to completely annihilate it. In terms of the non-special snowflake options the Legion is probably the best since they're long term plan is to become an industrialised fascist society which would probably preserve what is good about New California and the Strip and destroy all the rot that's a danger to it so that it can survive into the future while as it stands the NCR is on a railroad to imploding.

Caesar's Legion. The NCR is already rotten to the core and expanding even further would do them no favours, decisively losing to the Legion will either inspire them to sort out the corrupting and greed that's bleeding them try or eventually the Legion will expand to the Pacific. Likewise the society Mr. House wants to build isn't great at all, he's willing to destroy everything that's actually good about the Mojave to build casinos and brothels. Yeah he talks big game about scientific research but the thing is he thinks the Mojave needs him to develop new technology and recover old ones despite the fact that people have already been doing this on an industrial scale without him since forever. He seems to believe people outside the Strip are basically unwashed barbarians when in reality the only scientific and technological research of any value whatsoever in the wasteland is happening outside the Strip with organizations like the Followers of the Apocalypse and the Brotherhood of Steel. Also anybody in Fallout that actually knows anything about technology will always point out that RobCo didn't even build anything that great, Father Elijah completely shits on Mr. House's "innovations".
