"keeping corruption law" is just rhethoric, lack of corruption is not a value in itself. as a matter of fact some of the best and most critical political decisions were made because of lobbying by a handful of people, think Anti-Corn Laws League and Peel's reforms in England. still, how does bribing voters with excessive welfare programmes in democratic regimes not qualify as corruption?
