FYI Killing Hope is about general US foreign policy not just specifically the CIA. The CIA wasn't responsible for everything, a work which Blum recommends and I find better than his work is Empire As A Way of Life by William Appleman Williams which covers from the founding of the republic to the Reagan administration.

Yes many people in very powerful places are actually quite stupid. UFOs and such would be considered a threat.
The power shift toward the CIA (away from State and Defence) started with the beginning of the daily CIA briefings in 1952-53. Of course this is around the time Allen Dulles authorized MKULTRA. This is the earliest speech available I can find of him talking about the Soviets developing "brain warfare":
