FYI Killing Hope is about general US foreign policy not just specifically the CIA. The CIA wasn't responsible for everything, a work which Blum recommends and I find better than his work is Empire As A Way of Life by William Appleman Williams which covers from the founding of the republic to the Reagan administration.

The power shift toward the CIA (away from State and Defence) started with the beginning of the daily CIA briefings in 1952-53. Of course this is around the time Allen Dulles authorized MKULTRA.
