I don't think that 2019 example is really very accurate. The only books I see getting released like that are those tacky editions of classics. I don't understand why it's so difficult for publishers to make them look nice though, they can't help but make them eyesores.

French books are designed so well. I have an Éditions de Cluny of Eugénie Grandet probably from the 50s and it's so timeless looking.

It's because publishers are finally trying to get on that Reddit wave of amateurs making minimalist covers on Photoshop that was a trendy among tasteless idiots 10+ years ago. They're cheap, but as long as you do it with brand name authors you can pretend it's a style choice.
